As all the companies are inside the EU internal market, the conditions to sell inside the EU are the same as if you were buying inside your own country only.
If you want to export the plants outside the EU (or import from outside world to the EU 27 countries), you need more paperwork done (CITES etc).
If you got a import CITES permit in the Czech republic, you do not need to ask for another German CITES one when transporting the plant to Germany or vice versa ... etc.
